If you follow the story, you will reach this house while playing the main quest mentioned Call in the cavalry. During the said quest, you must explore the goat pen while heading towards the southern border of the map.
Last but not least, after exploring the second area called the Halperin Hotel, you’ll return to Bel-Air during the night and have the option to play that clickbait Side quest by talking to Amanda Styles on the roof of the goat pen.

Where can I find the keycard for The Dead Island 2 Goat Pen?
Suppose you approach the Goat Pen while playing Call in the cavalry Story quest, eventually get to the north door by following the marker on your screen.
Since you don’t have the Goat Pen Keycard, you won’t be able to open it and will most likely look for it outside the house.
Much like Curtis’ Garage Key, however, the Goat Pen Keycard is in dead island 2 is inside the house, not outside.
Therefore, go to the roof using the stairs nearby and break the glass above the dining room (see image below).
Now drop into the house and move west on your map while staying on the second floor. From the table pictured above, turn around, then head left and cross the lobby past the door you need to unlock.
At the end of the corridor you will find a large bedroom. First clean up the area; Then you’ll notice a streamer’s desk across the room. There are three monitors on it.
Check said desk and in front of the monitor on the left you will find the Goat Pen Keycard (also pictured below).
